Richard Allen, Delphi Murder Suspect, Was a Witness in the Case – How Did This Manipulate the Investigation & Will There Be Other Arrests?

It’s not uncommon for a murderer to involve themselves in an investigation by stating they were a witness or were in the area when the crime occurred. It’s an old trick investigators are well aware of. Being a witness could explain why the person’s DNA or fingerprints were at the scene or explain why they may have been seen in the area around the time the crime occurred. It might give them an opportunity to receive updates on case progression. It may also allow them to control the investigation’s direction by giving false witness testimony that will lead investigators away from the murderer.

We waited nearly six years for an arrest in the Delphi IN case. Richard Allen of Delphi IN was arrested on Wednesday, October 26th in connection with the double homicide of Abby Williams and Libby German. Allen was charged with two counts of Murder on Friday, October 28th. The arrest came just days after Allen’s home was searched in relation to the case.

Abby and Libby were reported missing on February 13, 2017 after taking a hike on the Delphi Historic Trails. Their bodies were found the following afternoon. The two teens had been horrifically murdered, their bodies moved and posed then left on private land belonging to Ronald Logan.

The following day, February 15th, three pixelated images were released by the Indiana State Police. The images were still photos taken from a cell phone video in which Libby had captured her killer only moments before he would lead the two girls to their deaths.

The images portrayed a man walking towards the girls on the Monon High Bridge. He wore jeans, a blue jacket, what appeared to be brown sweatshirt or brown waist pack and a hat or hood. The image was too pixelated to identify the man in the images.

Several witnesses stepped forward to state that they saw the man on the trails that day. Some saw him wearing the blue jacket, some stated he also wore a white scarf over his face and others stated it was the same man and he had no jacket but was wearing the white scarf. Witness testimony led to at least two suspect sketches.

Richard Allen, the man now charged with two counts of murder, was allegedly a witness in the Delphi case. What information he provided to investigators is unknown.

It’s been reported that several days after the homicides Richard Allen stepped forward and told investigators that he was at the Delphi Historic Trails that day. As a witness, it’s possible that Allen used his testimony to sway the investigation away from himself.

New speculation has led to the rumor that two other arrests have taken place in connection with the Delphi homicide case. No additional arrests have been confirmed at this time.

We are only left with questions.

Were investigators negligent in not vetting the witness testimony of Richard Allen? What information did Allen give to investigators? Did he claim to see the murderer on the trails that day? Did he contribute to the witness sketch? Was his testimony reason for investigators to pursue landowner, Ronald Logan?

One of the oldest tricks in the book is for the perpetrator to step forward as a witness to the crime he/she has just committed. It’s law enforcement 101. This is why all witnesses are under that veil of scrutiny. Their statements are vetted. They are often given polygraphs.

Why didn’t investigators pursue Allen as the suspect? We, the general public, saw social media photos of Allen wearing what very much appears to be the infamous blue jacket in the suspect video. He resembles the suspect sketches. He has the same hair color. Same facial hair. He is within the weight and height range witnesses reported. He lives 1.32 miles from the crime scene. Allen and his family are known to visit the trails and bridge often. He can take a path from his backyard and follow a wooded trail straight to the bridge.

A lot can be said for hindsight. Undoubtedly, the Delphi task force investigators are kicking themselves for not seeing this one. He was right under their noses the entire time. Something like this could be easily missed and often is. Allen is your average guy and wouldn’t appear to be a ruthless killer. He could slip under the radar easily….had he not involved himself in the investigation! That’s the turning factor here. He presented himself on a silver platter to investigators but they didn’t take a seat at that table.

Why didn’t investigators red flag Allen having the knowledge that Delphi police had responded to a domestic disturbance at his home in 2015? That incident allegedly resolved with his wife, Kathy, stating that Allen was drunk and she would take him to the hospital for a mental health evaluation.

Now we find ourselves asking, who else knew Allen was involved? Did he tell anyone? Did anyone question him about his possible involvement?

What about those who knew Allen? He had a wife, daughter and other family members, friends and coworkers. We cannot cast blame on those close to Allen but questions are warranted. Did anyone know that he was a witness? Did they know he was on the trail that day? Did they know he had been questioned by investigators more than once?

Didn’t anyone around Richard Allen question his involvement knowing that he had the blue jacket? That he was on the trail that day? That he had, at some point, sought inpatient help at a mental health institution? That he had one prior incident of domestic violence in which police responded to the home?

What led to the search of Allen’s home? Was this part of the Kegan Kline child pornography case? Did someone close to Allen break and decide to come forward and point investigators towards the homicide evidence? Had Allen told someone and they turned him in? Was Allen involved in some petty crime that led investigators to his home?

The Probable Cause Affidavit for the search and charging documents has been sealed. There will be a hearing on November 22, 2022 at 9am that will determine the sealing of the record on the case.

Carroll County Circuit Court Judge Benjamin Diener, according to the Carroll County Prosecutor’s Office, made the decision to seal the documents. While rare, case documents can be sealed if the information could jeopardize the case or place police officers, witnesses or the community in danger. Nearly all files pertaining to the Delphi case have been sealed from the beginning of the investigation.

The sealed Probable Cause Affidavit and charging documents have spurred rumors that other arrests pertaining to the case have taken place or will be executed in the coming days.

Will there be additional arrests in connection to the Delphi homicides? It’s possible. Some potential scenarios could be:

*The homicide is related to the Kegan Kline child pornography case. Kline created two false social media accounts used to groom children/teens and entice them to send explicit photos and video. Kline created the EmilyAnne45 and Anthony_Shots accounts. The Anthony_Shots account was used to communicate with Libby German in the days leading up to the murders and was the last known communication with Libby the day she was killed when she and ‘Anthony’ made plans to meet on the trails. Kline has denied communicating with Libby that day and had not yet publicly identified additional users of the accounts.

*Richard Allen confessed to a friend or family member and that person did not report the confession. Murderers often are compelled to tell their story. It’s common for a murderer to brag about a crime or feel that they need to get of off their conscious. It’s possible Allen confessed, the person didn’t report the confession and now they can be charged federally for failure to report.

*Someone knew that Allen was going to the trail that day to commit a crime and either aided, promoted, facilitated, instigated or planned the crime with him but did not commit the crime themself. It might be that Kline told Allen that Libby and Abby would be at the trails and vulnerable, expecting an encounter but not a homicide. This would warrant arrest.

*Someone knew that Allen committed the homicides and assisted him in a coverup. It’s not unusual for a friend or loved one to assist with a coverup to protect the murderer from a lengthy prison sentence. It’s possible that someone close to Allen hid or disposed of evidence, corroborated a false alibi or manipulated the investigation in a way that would alter the course away from Allen.

*An accomplice assisted with the homicides. Law enforcement has always appeared adamant that only one man committed this double homicide. However, they can never rule out an accomplice.

      I love these videos that show the walk he took. I remember some people believing this is the route he took. But what about the witness accounts that people saw him walking back towards the freedom bridge? I guess they were wrong.

      I’m so thankful there has been an arrest and the trial is coming up. We all knew this day would come and I’m so so glad it has!!

    3. That’s a really long walk!! Nearly 30 minutes for this guy. Do we know where the witness saw him? Or who that witness is?

      We had the one guy, Hank?, that was working along this area and saw ‘something’. I’m wondering if he saw him or the vehicle.

      Even after reading the affidavit this isn’t what I thought so I’m glad to see the video. I pictured him leaving by walking the trail back towards the freedom bridge and then getting on the roadway and going to his vehicle at the CPS lot.

      I didn’t realize this was the long walk back! Even though there were areas of crime scene rape in the area we see him walk near the cemetery.

      So bold. To be covered in blood and walking out in the open like that!!

    4. I sent that reply too soon! Just think, had the witness called the police that day and reported a guy with blood on him walking down the road, he would have been arrested within days. Maybe immediately if the officer was suspicious enough.

      It’s not the witnesses’s fault for not reporting. Most people don’t believe anything sinister has taken place.

  2. Cool! FBI DID do detailed voice analysis! In dailymail article it states “The voice in the clip was described as being ‘not inconsistent’ with that of Logan, the FBI investigation concluded”.

    Despite the limited clip I always thought voice analysis would be useful in court if case ever goes to trial.

      Sorry for repeat comments… this is1st time I’ve read these articles dating from arrests and heard these things as I’m catching up on news from arrest date. Quite interesting aspects of the crime if they turn out to be true.

      Yes… he probably staged them in a way in which they knew he took photos or video. I’ve heard rumor that one of both girls were redressed. That’s a form of staging. We know there were other signatures as well. Ives stated that they weren’t typical.

      The signatures is what I’m most curious about. That’s just because I write about crime and try and connect crimes. I don’t believe they are his first victims but have to admit that times are changing. These days it’s possible to fantasize about the crimes through video and not necessarily act it out until he just couldn’t help himself.

      I’m trying to keep up. Been swamped with work and trying to see how the case is going.

    3. I’m such a visual person. I could never have matched the voice with a suspect. All I ever took from the voice was that he sounded like a smoker. And Allen is a smoker!

      The probable cause warrant blows my mind. I’m going to write a blog post about it.

      I’m so impressed that the judge decided to release it, this is the document BP was lobbying to not release, correct?

    5. Have you followed the Idaho case? So much information was released in that case.

      We had four young people brutally murdered. The cause of death was released immediately. Crime scene investigators left the windows open as they took photos and investigated, not much being seen of course. We have one of the Father’s speaking out about various details. Just so much info.

      Both the Delphi and Idaho cases appear sadistic. We know there were signatures in the Delphi case. I think Idaho was a new level of horrific.

Somehow the turmoil of past few (pandemic) years seems to have made regular life traumas (illnesses, losses, etc) MUCH worse. Have felt it myself. Hang in There!! 👍🌻

    7. Hello Midwestern! Hope you are well! Loss seems to be on everyone’s calendar the last couple of years. Yes, it’s been a tough year or two for me. My younger brother recently passed and that’s been so hard with the holidays. The second holiday without my son’s Father. Life can be tough but we keep moving! We must.

      I really like the Ken Mains video. No wild lead in or ominous music, just straight to the point.

      I agree with almost everything he states. I very well could be wrong but I don’t think BG intended to abduct the girls. He parked too far away and the chances of someone seeing them all walking would be quite the gamble! It does appear he was up to something that day otherwise – why would he park at that CPS lot? But why would he park there anyway? It just set him apart from everyone else and it looked suspicious.

      I kind of feel like Allen was either on something or was in a manic state to have made the decisions he did. All very dumb decisions. It’s just astonishing that he wasn’t caught immediately!!! That was a breakdown in the investigation.

      Unless there was an accomplice and there were two vehicles. But I don’t really think there was an accomplice.

      It just baffles me to believe Allen would park somewhere that would make his vehicle stand out. He wore he normal daily clothing. He walked on a trail where he could have easily seen people that know him and could identify him. He chose an area so close to his home. Was seen by multiple witnesses. And still goes on to murder these girls!! It’s tough to believe that anyone in a stable mindset would make these decisions.

      In regards to the gun. Why didn’t he get rid of it? Surely he knew he lost a casing there. But maybe he didn’t. Or maybe he is deranged!

      Two hours is a long time. I’m sure this is why it’s believed he took photos or videos. There was probably some type of sexual encounter. There was the posing and other signatures. That all takes time. Again, just unbelievable that he spent so much time with the victims in such a public are.

      We may never know the details. Some don’t want to know. I see it as a lesson in humanity and what people are capable of,

      I’ve been so distracted between my new show and work. I’ve been reading about this case and I’ve been keeping up with the Idaho case. Thank God we now have some answers there!! I didn’t get an opportunity to write about that case but sure have been following along.

      Idaho is another mind boggling case! So senseless.

  3. Finishing reading up on news surrounding RA’s arrest. 2 news sources stated that an early warrant (years before) that was recently released revealed that the girl’s bodies were posed and BG took a souvenir.

    This is something I never gave much consideration to in my profile & scenario of how BG’s crime went down. I’m hopeful that someone with criminal expertise eg. John Kelly (YouTube) Profiler, will tell what this means. He still hasn’t made a video about this arrest.

    To me, t makes the murders seem even more of a deliberate act. However, this is outside of my expertise so interested in what experts & others think!

    1. I’ve always believed there were signatures and then Prosecutor Ives confirmed that. However, I never expected it to be a well known local.

    2. Well, here is an article containing a complete copy of the PCA. Kudos to this Judge for releasing this.

      With all due respect to BP, I do not see how this harms the case and I am glad that her petition efforts to conceal this were unsuccessful.

      Seems to me that the witness evidence could be pretty definitive on the stand when coupled with his own admissions of being there and on the bridge along with the overlapping timeline.

      The ballistic evidence is approximately as good as DNA to me.

      I hate fuzzy, indeterminate DNA statistics and never thought that they had much, however, now that they certainly have a blood sample from RA I would be extremely surprised if they couldn’t find any of RA’s DNA on girls bodies or even the clothes that he apparently threw in the creek.

      FINALLY, we have the answer of how he returned to his car and it also answers your longstanding assertion that someone saw BG walking along the highway! And he was bloody and looking like he’d been in a fight apparently (very observant driver!). That coupled with fact they took clothing and items from his house makes me think LE has a chance they will find many forensic ties from their efforts searching his house.

      Although I am heartbroken that it took LE so long to find their oversight (I realized by the 1 yr mark that they desperately needed fresh eyes and something had fallen through the cracks).

      If it proves to be RA, this will be what I always envisioned, angry middle-aged man who knew school was off that day and went to that site hunting teen aged girls. I didn’t really expect that he was a Delphi resident because I though LE would have solved it within a year if so.

      I always thought he was someone from the outskirts of Delphi who seemed more directly like an aberrant individual. I’m embarrassed that I was off on someone from Amish or other community with little news connections. But that is because I still cannot believe that LE wouldn’t have caught someone like RA much sooner.

    3. I had every intention of writing a post about this. Just didn’t have time. I wanted to break it down. Glad Ken Mains did that! I didn’t agree with everything he speculated but I did with most of it.

      I understand how BP feels I guess. I’m sure she wants to do anything possible to make sure RA is convicted if he can be proven as guilty. I know she doesn’t want him being let off by a technicality.

      I didn’t see anything in the document that would harm the case. They already have the gun and he already made a statement. He placed himself at the scene and went as far as saying he was the guy on the bridge in the video!!

      It’s unfortunate that investigators didn’t connect the dots when the statements were made. And that no one turned him in! I am sure that someone suspected him!

      I heard that Anna doesn’t want Abby’s photos being used. Not sure this has been confirmed. I do understand. I do. But it’s a hot topic and now, sadly, all of public interest.

      Agree on ballistics and DNA. That casing is solid evidence. He cannot explain why it was there. Between the bodies!! It is likely they will also have a DNA hit now.

      RA is not very intelligent. He didn’t get this far because he outwitted investigators. They just didn’t connect the dots as they should have. He should have been arrested day one!!! Every decision he made was just dumb! Walking all that way covered in blood out in the open!!! Doesn’t make sense.

      If these videos are accurate then it was a long walk! His house was about the same distance and he could have walked that distance unseen. But I guess he couldn’t leave his car there. I still can’t believe he went there intending to commit a crime when so many in the area knew him. Mind boggling.

      I can’t speak out against the witness but sure wish they had called that in to 911.

      Yes, you were right. I never would have thought someone local would have premeditated a crime so close to their own home. I realize it does happen. I truly thought it was someone who lived in Indiana but had drifted around. Boy was I wrong!!

      I do wonder why police thought he was hitchhiking. Maybe because the witness saw him walking. And what about the black duffel bag?

      Amish made sense at the time. I just kept thinking of groups of people who didn’t watch the news. And here we have a man who was wearing the blue jacket, claiming to be the guy on the bridge and yet no one connected it!! What a blunder.

      I do still believe the killer was sadistic. I still think he took video or photos. But now I do have many more questions too! And will we ever have answers?
