Looking Back – 2/13/17 – Double Homicide in Delphi IN

February 13, 2017 – Libby German and Abby Williams were dropped off at the trail leading to the Monon High Bridge in Delphi Indiana at 1:35pm. Libby’s sister, Kelsi, dropped the girls off on the way to a friend’s home. They had made arrangements for Libby’s Father, Derrick to pick them up later in the afternoon.

At 2:07pm Libby uploaded two photos to Snapchat. Libby and Abby became suspicious of a man approaching them near the South end of the Monon High Bridge. As Abby trailed slightly behind, Libby took out her cell phone, pointed the camera over her shoulder and took video of the man as he approached. According to CNN, Libby began recording the video at 2:33pm.

It’s alleged that Abby asked Libby if the ‘creepy guy’ was still behind them with Libby replying ‘mhmm’. At some point Libby was overheard on the audio stating that they had reached the end of the trail ‘there’s nowhere else to go’ it’s believed she said. At some point the man told the girls ‘guys, go down the hill’.

The man Libby videotaped was later determined to be her killer.

At 3:07pm Derrick called Libby to inform her that he was on his way to pick her up. There was no answer. At 3:11pm he called again as he neared the trail area. By 3:13pm Derrick had arrived and called several more times receiving no answer. Around 3:30pm Derrick began walking towards the bridge when he encountered a witness believed to be Dan McCain. This witness told Derrick that he did not see the girls but he did see a couple (man and woman) under the bridge. Derrick then turned back around and returned to the parking lot and proceeded to contact other family members in regards to the girls whereabouts.

Other family members arrived around 4-4:30pm and Libby and Abby were reported to Delphi police as missing at 5:30pm. Police pinged Libby’s cell phone unsuccessfully and later stated that the cell phone must have been turned off or the battery had died. It was believed that the girls were not in immediate danger. Although some continued the search throughout the night, the official search was called off shortly after dark due to the dangerous terrain and lack of visibility in the darkness. Heat seeking drones did not pick up on any potential victims.

On Tuesday, February 14th, a local photographer saw girls clothing in Deer Creek approximately 75 yards from the bridge. A short time later Libby’s shoe was allegedly found on a section of private driveway that leads to a home. A searcher then allegedly saw a set of footprints around the creek area. One of the searchers then saw two deer across the creek and used his cell phone to get a better look. As he panned around he saw what appeared to be the bodies of the girls nearby. It was then, around 12:15pm, that another group of searchers were able to confirm that they had located two bodies.

Numerous witnesses are alleged to have visited the trail area around the time the girls were stalked and murdered. There are no confirmed reports that any of these witnesses saw the girls that day although it’s believed several saw the murder suspect. Witness accounts led to the creation of two sketches that were released two years apart. ISP Superintendent Doug Carter believes the suspect will look like a combination of both sketches.

Despite a reward of over $220,000 there have been no arrests and there are currently no publicly named suspects.

It’s believed by some that the killer took Abby and Libby off the South end of the bridge, walked towards the end of the trail, down the first hill, potentially up the private drive where Libby’s shoe was allegedly found then down the second hill stopping near the creek area. It’s unknown to the public if the girls were attacked on the South side of the creek and then moved to the North side and placed where the bodies were found 50 ft from the creek or if they were murdered where they were found. There were several areas of potential activity between the South end of the bridge and the north side of the creek in which the girls were found based on investigative activity.

  1. Forget fsg. If numerous people claim there were kids under bridge. Waving to a and l vice versa. How could they here absolutely nothing. This megan allen and friends is she the same girl who claimed r ape and bloody clothes found in grill. Robert lindsay stated all that plus the white car in driveway of mothers home.

    1. How could these “people under the bridge” see Abby and Libby and not BG? Is it likely BG may have come up on them from the S end of the bridge, walked out a bit onto the bridge to see further towards the trail, and then circled back to attack? Where did those people go that were under the bridge when they saw Abby and Libby cross over? How could they not hear or see anything, like Anonymous said?

    2. Well, I’ve not confirmed that they did see Abby and Libby. All witness accounts are hearsay or flat out rumor. It makes sense that the people under the bridge were there when Abby and Libby crosses. The timeline makes sense. We don’t know that they didn’t see BG. It might be that they did see him but didn’t think anything of it.

      We know that Libby said on audio that it’s the end of the trail and there’s nowhere else to go. Did they say this before they stepped off of the bridge or was it after they stepped off and they continued walking straight and not down the hill?

      We don’t know at what point he took control over the girls. I’ve always assumed it was before the end of the bridge but we don’t know that.

    3. I have never understood what was going on with the people under the bridge. I don’t understand how they didn’t see or hear something.

      I’ve always assumed that BG took control of the girls on the bridge. I guess it’s possible they continued walking off the bridge and towards the end of the trail but that also doesn’t make sense. If there were people under the bridge I think they would have sought safety there.

      There was a Megan who had a mother, Tina, who said that her daughter, son and friends were involved. I don’t know if those people were at the bridge that day.

    4. In Greeno’s recent video of the creek area he goes under the bridge. I seriously doubt there was anyone under there in February on Monday afternoon during the ~20 min period this was going down.

      With little foliage they would likely have seen figures moving in the distance when 3 figures started DTH. They also may have heard the scuffle or screams during the killing depending on water noise and local terrain between their location and the kill site.

      I just don’t believe there was anyone there during that 20-25 minute span. BG would have also likely known they were there as visibility from top of bridge to creek area under is superior to other direction (fulcrum effect). I’m not buying that rumor either.

    5. Well we know there were people under the bridge before and after the girls were murdered. Too many witnesses, including family, saw them. The question is…were they under the bridge when the girls and BG crossed?

      There’s no question that if people were under the bridge they would have saw the girls and BG. Maybe they wouldn’t have paid attention after they crossed if the girls didn’t appear distressed?

      One thing we can seemingly be assured of is that no one there recognized BG.

  2. I think it’s interesting, if true, that FSG saw BG leave but said that he wasn’t wearing the blue jacket but was wearing a scarf. I’ve never agreed with FSG’s timeline. This makes me wonder if he saw someone else. If this is the only witness who saw a scarf then perhaps there was no scarf?

    Allegedly the man who walked the dog that day did see BG but won’t discuss it.

    Also, allegedly, a couple kids under the bridge did see the girls cross the bridge but claim they didn’t see them again. I cannot confirm this to be true. If it’s true, then it’s most likely true that BG led them off the bridge and up the trail towards the barricade before going down a hill. This might explain the yellow tape blocking that area.

    2. There is a great interview with ISP Holeman who states that they really took their time with the first sketch. They used “more than a few” witnesses and the artists impression of the video still…developing that first sketch. So, yes, the witnesses would have had to “approve” the sketch, so to speak.
      This guy controlled them and herded them to a predetermined location. If everything goes as planned, and he certainly couldn’t predict all the what ifs, he worked very quickly. Do you think that was his plan? I mean, to be done with it so quickly? If so, why? To me, if he is wanting to be that fast, that is an odd goal that would indicate to me he targeted them = he knew them. Although sk usually prefer strangers or are opportunistic because it is more difficult to connect them to a crime, LE is now saying lots of “local” buzz words. Maybe he did know them. The noose very well may be tightening on BG.

    3. There was one witness in that group who never agreed with the sketch. There were allegedly disagreements with the hat also. I wonder if that one witness was the contributor to the newer sketch of the younger guy? I’ve heard two witness comments on the hat. FSG described it as a short billed hat. Another stated that it had some sort of ear flaps.

      This is the way I see it and I know many won’t agree. I’ve never believed it originated with a sexual motive. I think they had an interaction back by the bench. Something irked him and he was determined to ‘show them’. I think his goal was to kill them. There may have been a secondary sexual motive but only because he wanted to feel power over them and he wanted to demean them.

      I do believe BG is a serial killer but not all serial killers are sexual predators. They don’t all specifically set out to hunt a victim. Many are just out there living their lives and an opportunity presents itself.

      For me, I definitely do not think they knew BG. I don’t believe they would refer to him as ‘creepy guy’ if they knew him. I also think LE would have an arrest if they knew him. They would have made the connection by now. Everything about this case says it’s a stranger abduction/homicide.

      I have no idea really how everything played out. I think he was sitting on the bench when they passed. He may have waved, said something or asked for a dollar, etc and they ignored him or rebuffed him in some way that triggered him. He sat there and saw that no one else had passed behind them. They are young girls and easy targets. So he took the opportunity and hurriedly caught up to them knowing he had to act fast.

      He came upon Abby first, controlled her in some way. Libby was far enough ahead that she could have ran but she stayed for Abby. He took them off the bridge and further down that trail into the wooded area. There may have been some type of assault that took place here. He then ordered them down the hill.

      Allegedly Libby lost her shoe on that private drive. Her clothing was allegedly in the creek. We’ve heard there was allegedly a set of footprints near the creek. I feel as though their bodies were placed in that tree area after they were killed. At least Abby was placed there and posed. But where they were killed and what type of assault took place and where I don’t know. I feel as though he incapacitated Abby then went after Libby. He had to kill her quickly which is why there was the near decapitation. Then he went back for Abby. She was already near death from one of the stab wounds. So he stabbed her again lethally. Brought her over to Libby in an effort to conceal the crime as much as he could.

      So I do think it all happened very quickly.

      It might be tightening but they have to be able to connect him to the trails that day. They need something at the scene that would prove he was there. I feel like they have a lot of circumstantial evidence but they need good DNA from the trail, bridge, bodies, clothing, etc. Or they need to find his clothing.

  3. This blog post is unedited and not complete. I wanted to throw it up so that we have a new place for comments.

    I want this page to serve as a point of interest for witness accounts. Witness accounts cannot be confirmed unless the actual witness comes forward and that’s not something I suggest. It’s better that the killer doesn’t know who saw what. He would like to know of course.

    I also wanted to end speculation as to what the girls said on audio. The public only heard a small portion. Some family members heard a few moments more. There are many out there who dispute the girls additional statements however there are screenshots in which family members corroborate these ‘rumors’. Again, we don’t want to know everything heard on audio or seen in the video. Well, we do but we want this case solved so we have to allow some video/audio to only be known by investigators and the killer.

    The question of where Libby’s shoe was found and the footprints is something I believe to be true so I included it. I can backtrack if a reliable source refutes it. Some say the shoe was found near the creek bank on the south side and others say it was found on the private drive not too far from the home up there. The shoe being found, I believe, is unrelated to the searcher asking Kelsi to describe Libby’s shoe at the time the bodies were found.

      Initial things that stand out to me:
      1) Person w/ scarf, person in black, person in black w/ mask @ woods, person w/ broken down work van with brown hoodie and BG – Question: are they the same person? If so, lots of witnesses! This stands out to me the most.
      2) People with dogs:
      Lady who encountered male – no description of him?
      Man who was walking dog
      Woman who had dog on/near property who saw him @ S end of bridge earlier in day
      Woman whose dog was barking on her property that saw the girls with 2 younger guys with hoodies walking past her property
      3) Man who claimed he had taken a picture of the guy
      4) Cheyenne – length of time there
      5) Clothes in the water

    2. None of these witness accounts can be confirmed. I have to assume that some are untrue and some may be versions of the truth.

      I’ve always heard there was a person in black but this is the first I’ve heard of that person wearing a mask. I had assumed that the man in Black is the same man who walks a dog out there and is even seen on the 14th in the RTV6 video wearing the black jacket and walking his dog.

      Is the broken down van the same person in the vehicle that LE is looking for that goes along with the 2nd sketch? Surely so. I can’t imagine two people were broken down that day?

      Is FSG the only witness who saw BG with a scarf? Is FSG saw BG then where was his jacket? I don’t believe FSG was BG but then who did he see?

      I have not even posted every comment about witnesses. There is more. The woman who allegedly saw the two teen boys following the girls said that one of the boys was darker skinned. And that the boys had hoodies pulled up tight around their faces.

      So many people saw the couple under the bridge but no one has said who they are. Yet multiple people claim they knew them. They weren’t strangers.
